These Terms of Service ("Terms") govern your use of the PLM Portal application and related services ("Service") provided by PLM Portal LLC ("PLM"), a one-person limited liability company licensed by the Dubai Department of Economy and Tourism (Trade License 1473120). By signing in to the Service via UAE PASS you accept these Terms.
PLM is a reverse-auction marketplace for property listings in the United Arab Emirates. Property owners ("Landlords") publish properties they wish to sell or rent. Licensed real-estate agents ("Agents") compete in a 72-hour auction by submitting bids representing the consideration they will pay to PLM for the right to broker the listing. PLM does not act as a real-estate broker itself; it operates the marketplace and the supporting digital-agreement, identity-verification, and payment-collection infrastructure.
To use the Service you must (a) be at least 18 years old, (b) hold a valid UAE PASS account (SOP1 or higher), and (c) for Agents, hold a valid Real Estate Broker Number (BRN) issued by the Dubai Land Department or equivalent Emirate authority.
When a Landlord accepts a sale-bid, the winning Agent and the Landlord enter into Contract A — a Listing Rights Agreement to be registered with the Dubai Land Department. The Landlord must sign Contract A within 24 hours of the agent's request, after which a 24-hour grace period applies during which the Landlord may cancel without penalty.
For rental listings, the Listing Rights Agreement is concluded between the Landlord and PLM Portal (not directly between the Landlord and the Agent). Under this agreement:
PLM Portal's platform consideration is calculated as follows. The 5% VAT is applied to the consideration amount itself - it is NOT charged on top of the gross transaction value, and it is NOT charged a second time on the VAT.
Sales. PLM Portal charges a platform consideration equal to 20% of the winning bid amount. UAE Value Added Tax of 5% is then added to that consideration.
Rentals. The same rule applies to rental transactions. PLM Portal charges the consideration stated in the Listing Rights Agreement signed at award (between the Landlord and PLM Portal, see section 5). UAE VAT of 5% is added to that consideration amount only.
All amounts are stated in AED. The sales consideration is collected from the Agent via the UAE Direct Debit System (DDS) upon validation of Contract F and confirmation of sale completion. The rental consideration is collected from the Landlord upon execution of the tenancy contract.
Agents must set up a DDS mandate (via UAE PASS biometric signature) before commencing brokering. The mandate authorises PLM to collect the platform consideration from the Agent's nominated bank account only after the transaction is validated. No money is taken at mandate setup.
Upon brokering a sale, the Agent or Landlord uploads Contract F (the standard DLD-mandated sale agreement). PLM's operations team validates Contract F within 1-3 business days. Validation triggers (a) the DDS pull of the consideration from the Agent and (b) the disbursement of the Landlord's share to the Landlord's registered IBAN.
Once the deal closes at the Dubai Land Department, PLM Portal will attempt to collect the platform consideration from the Agent's nominated bank account via the UAE Direct Debit System (DDS).
If the Agent's DDS payment bounces (for example due to insufficient funds, a closed account, a frozen mandate, or any other reason the Agent's bank rejects the debit), the following process applies:
All bounce events are recorded permanently in the Agent's account history. Repeated bounces may negatively affect the Agent's ranking, visibility, and bid eligibility on the platform, independent of any suspension action.
Agents must not revoke their DDS mandate with their bank while any consideration is pending or due. Unilateral revocation in those circumstances is a breach of these Terms and will be treated equivalently to a second bounce.
PLM maintains a flagging system for unprofessional conduct (CA flags for Agents, Unp flags for Landlords). Accumulating flags above thresholds set in the platform settings (currently 3 for CA, 5 for Unp) results in temporary suspension or permanent removal from the platform. Reasons for flags include but are not limited to: false ownership claims, refusal to sign Contract A within the agreed window, abusive language to other users, and circumventing the platform consideration.
PLM may suspend or terminate your account at any time for breach of these Terms, threat to the integrity of the marketplace, or upon lawful instruction from a UAE authority. You may close your account at any time by writing to support@plm-dxb.com; closure does not absolve you of obligations under any contract concluded through the Service.
The Service is provided "as is". PLM Portal does not guarantee that any specific listing will receive bids, that any specific transaction will complete, or that the Service will be uninterrupted.
To the maximum extent permitted by UAE law, PLM Portal's aggregate liability to you in any 12-month period is capped as follows:
The above caps do not apply to, and PLM Portal does not seek to limit its liability for: (a) gross negligence, (b) willful misconduct, or (c) fraud. These exclusions apply regardless of which cap would otherwise have applied.
These Terms are governed by the laws of the Emirate of Dubai and the federal laws of the United Arab Emirates. Disputes are resolved by binding arbitration under the rules of the Dubai International Arbitration Centre (DIAC), seat Dubai, language English. A single arbitrator. Each party bears its own costs unless the arbitrator orders otherwise.
Consumer protection carve-out. Notwithstanding the foregoing, individual users (Landlords who are natural persons NOT acting in the course of trade or commerce) retain all rights under UAE Federal Law No. 15 of 2020 (the Consumer Protection Law), including the right to file complaints with the UAE Consumer Protection Department of the Ministry of Economy and the right to pursue remedies in the local courts of the United Arab Emirates. The arbitration clause in this section does not waive, restrict, or override any of those consumer rights.
PLM may update these Terms. Material changes require your in-app acceptance before continued use of the Service.
